Local guide

Permits, the utility, and the lake

Mechanical and electrical approvals follow the parcel. A heat pump does not get a free pass because the old furnace was already there.

This is an independent referral guide. It connects homeowners with independent providers and may receive compensation. It is not a licensed contractor and it does not do the work.

Two governments share this map

The City of San Marcos Building Division handles permits for parcels inside the incorporated city. The city directs building applications through its online portal. Lake San Marcos is unincorporated county territory. The County of San Diego Building Services Division permits unincorporated areas. A street that feels continuous can still change agencies at the city limit. Start with the address and the assessor parcel, not with a neighborhood nickname.

Parts of the wider valley can also be county land. This page will not draw that line for you. If you are unsure, say so on the form and confirm before anyone pulls a permit at the wrong counter.

What the permit conversation usually includes

  • Equipment change for a whole home system, which commonly needs mechanical review
  • Electrical work when the panel, disconnect, or circuit changes
  • What happens to a gas furnace connection during a conversion
  • Where the outdoor unit sits, including setbacks the city or an association may care about

California energy standards can apply to HVAC replacements. This guide will not interpret the energy code for your house. Ask the designer of record and the permit counter. Do not treat a like for like story as automatic approval.

The utility, without a fake discount

San Diego Gas and Electric serves this area. A panel upgrade or a service change is their process plus the building department. Incentive programs exist in the market and they change. This site does not list rebate amounts, tax credit amounts, or income rules. If a provider puts a credit in a bid, ask for the program name and read the current terms before you sign.

Noise and placement

Ask for the equipment sound rating and the distance to your bedrooms and the neighbor's windows. Hillside lots in San Elijo Hills and Discovery Hills can aim sound downhill. Lake community lots can put equipment near patios and side yards. An association rule is a private document. Get it from the association, not from this website.

Check a contractor license yourself at the Contractors State License Board. Nothing here claims a provider is licensed or insured.
